A política industrial no Brasil no início da década de 80: um estudo de identificação

Abstract

What does "industrial policy" mean in the context of the Brazilian economy in the first half of the 80's? That is the main concern of the authors of this study. Through the use of organizational theory and public policy analysis, industrial policy is seen as the outcome of public sector decision processes that makes it possible to link certain types of policy attributes to operational characteristics of public decision mechanisms. The overall dominance of economic stabilization objectives and the strong centralization of the decision authority implies a sui generis profile of the industrial policy. Also, the normative question of the design of the industrial policy and of the suitable configuration of the public sector in the second half of the decade is explored under the assumption of an economic recovery.
