Abstract

This paper establishes how much the public and private sectors have invested in infrastructure in Brazil in recent years, and what explains the investment behavior in water, telecommunications, transport – in its different modalities–and electric power. Compared to other emerging (as well as developed) economies, Brazil invests a modest proportion of its GDP–2%–insufficient to take into account depreciation of capital assets. Fundamentally, it is a case of massive state failures, in planning, finance and implementation of its investments, combined with institutional fragility and uncertainty of the regulatory environment.
