Evaluation and reformulation of the tariff structure in Brazil

Abstract

This paper compares the nominal tariffs of Brazil and the member countries of the World Trade Organization (WTO), in 2015, and nominal and effective tariffs of eighteen sectors, in 1995 and 2011, of Brazil and 32 countries classified in three groups by per capita income. The results show that the Brazil is in 14th place in the ranking of the WTO members with the highest tariffs and the nominal and effective protection levels in Brazil in 2011 are much higher to those in force in the three groups of countries in fourteen sectors. The paper concludes that there is a need to reformulate the level and structure of protection in Brazil to bring them closer to international standards.
