The effects of Brazil's anti-dumping measures on its imports

This work evaluates the effects of the country’s anti-dumping (AD) measures on the import flows from countries that were subject (named) to and not subject (nonnamed) to investigations. The econometric results demonstrate that the response to anti-dumping measures’ introduction was conditioned upon the analysis period. When one takes into account the investigations initiated between 1999 and 2006, a moderated period of use of the instrument, one can see that the AD measures decreased imports from named countries (trade destruction) but increased imports from the non-named countries (trade creation). Nevertheless, following 2007, when AD measures’ implementation had intensified, these only produced the trade destruction effect. Therefore, this trade policy intensification, at the same time that turned it more effective, also turned it more deleterious to the Brazilian foreign trade.Downloads
