Políticas de assistência à entrada no setor de telecomunicações no Brasil: uma abordagem teórica
Abstract
This article addresses the set of policies adopted by Brazilian regulators in order to assist entry in the Brazilian telecommunications market after the reform—the so-called asymmetric regulation. We show that part of these strategies can result in the opposite result, eliminating the possibility of entry or reducing the market share of the entrant in the prospective equilibrium. The costs for consumers related to the policy of blocking the introduction of new technologies by the incumbents are pointed out. We also provide the rationale and offer some critiques to other policies of support to entry, such as unbundling, mainly based on the conventional antitrust literature. Finally, we conclude that the most important policies of entry assistance refer to interconnection, equal access, number portability, and line of business constraints.Downloads
