Financiamentos públicos para projetos de pesquisa e desenvolvimento: uma experiência de avaliação na Finep

Abstract

This article presents the preliminary results of an evaluation study conducted at Finep, which has as its main concern the R&D financing activities of Adten Program. The methodology used process approach to evaluate public policies, recommending that first we should know what is inside the "black-box" which represents the constitution or administration of the program, before developing "ex post" evaluation. A brief discussion of the methodology and comments about the historical consolidation of the program are presented. Multivariate statistical techniques are applied to test the existence of an "objective function" or set of resource allocation rules. Analysis of data collected in 1987 suggests that a "cooperative" combination of firms'/projects' objectives and agency's objectives govern the definition of allocation or selection rules actually adopted.
