A crise do saneamento no Brasil: reforma tributária, uma falsa resposta
Abstract
This paper analyses the current crisis of the sanitation sector (pure water supply and drainage and disposal of sewage) in Brazil and discusses the possible watts of surpassing it. After locating the sector within the context of the Brazilian economic development, it follows an historic review of the evolution of the supply of these services in Brazil concentrating attention on the institucional organization of the sector, from it's creation to nowadays. At the end of this section the reader will find an evaluation of the results of the PLANASA model. The reformulation proposals are analysed in the last section. This analysis shows that the way out of this crisis will require more than fiscal measures; in fact what is needed is a solution for the financing problem of the Brazilian public sector as a whole.Downloads
